chore: Isolate tool dependencies in go.tools.mod

- Move all tools to separate go.tools.mod to avoid dependency conflicts
- Tools invoked via 'go tool -modfile=go.tools.mod <toolname>'
- Main go.mod now contains only runtime dependencies
- Provides reproducibility via go.tools.sum while maintaining isolation
