Wire up audit config to vMCP CLI (#2987)

* Wire up audit config to vMCP CLI

Add support for configuring audit logging through the vMCP YAML
configuration file and CLI. This completes the audit middleware
integration started in PR #2981.

Partially addresses: #2980
