* update commit of coveralls GHA to fix permission failure

* fix typo in commit hash

* rearrange badges and add conda and coverage badges

* Per #3171, add information about conda install

* change dateutil requirement to >= version because exact version is not actually required

* add link and clean up wording

* Per PR feedback from @jprestop, add information about creating a conda environemnt (if desired) and activating an environment before installing METplus. Also add supported platform and version information

* rename example conda env name as requested by @jprestop
