fix(ui): prevent duplicate bitmask usage popup on startup

Remove redundant table population during initialization that caused
the bitmask parameter editor usage popup to appear twice when the
first configuration step contains a bitmask parameter.

The table is now populated only once via the scheduled
on_param_file_combobox_change callback, which properly handles
the complete parameter file workflow.
