Fix: TypeError: can't concat str to bytes (#1953)

* Fix: TypeError: can't concat str to bytes

sh_string returns a string, but two lines try to concat it with bytes, which throws a TypeError.  Either convert them all to bytes or all to string.

* Update to use packing._need_bytes

I just followed the format from surrounding conversions.  Hopefully that works correctly.

* Update pwnlib/tubes/ssh.py
