Re-submit failed TAP jobs (#167)

* add option to r4esubmit

* add resubmit-failed to cli command

* remove logging of full query string

* jub url already logged in tap service

* let typer create flag name

* add run_sync with backoff

* add final phase

* add resubmit failed in config

* add job final phase in dummy service

* drop prvious job info when resubmitting

* continue loop to avoid re-writing failed job's meta to backend

* remember how many times query has been tried and adjust final job status accordingly

* test re-running failed jobs

* satisfy mypy

* remove backoff handler
