Refactor NewBagClassifier: move bag_number discovery to build time

- Remove bag_number_candidate from _NewBagScore (pre-assignment)
- Keep has_bag_number boolean for scoring bonus (+0.2)
- Rename _find_bag_number_in_cluster to _has_bag_number_in_cluster (returns bool)
- Add _find_and_build_bag_number() called at build time
- Update build() to discover bag number dynamically
