Refactor rotation symbol assignment to use Hungarian algorithm

- RotationSymbolClassifier now claims source_blocks (Drawing elements)
- Removed rotation_symbol from composite_labels in candidate.py
- Build rotation symbols in PageClassifier before steps
- Steps are built without rotation symbols initially
- Hungarian algorithm (scipy.optimize.linear_sum_assignment) pairs
  rotation symbols to steps based on distance to diagram center
- Step bbox is expanded to include assigned rotation symbol
- Updated golden files to include rotation symbols in steps
- Clarified build_all() docstring in LabelClassifier
