build: update renovate config and workflow for improved dependency management

**Added:**

- Install golangci-lint during workflow runs for enhanced Go code linting

**Changed:**

- Switched regex-based matchers in renovate config to use `managerFilePatterns`
  and `matchPackageNames` for better compatibility and accuracy
- Increased Renovate PR and branch concurrency limits, set minimum release age
  to 3 days, and enabled flexible internal checks to optimize update flow
- Updated checkout, setup-python, setup-go, and create-github-app-token actions
  to latest major versions for improved reliability and security
- Updated Renovate GitHub Action to v44.0.4 for latest features and fixes
- Passed configuration file path to Renovate via workflow for explicit config use

**Removed:**

- Removed deprecated `fileMatch` and `matchPackagePatterns` fields in renovate
  config in favor of new pattern fields
