Correct HTTP_PROXY pass from host to jail

* Use http_proxy instead of HTTP_PROXY if available
* Add --keep_proxy to pass proxy environment vars

If the flag is not set, proxy environment variables are not passed, to avoid
contaminating the jail's environment, and potentially disclosing sensitive
information.
