refactor: use injected loggers instead of global logger creation (#3698)

### Summary of your changes
- Replace newLogger() with newLoggerFromBase() in evaluator package to
reuse passed logger instances and derive log level from base logger's
core
- Update tests to use testhelper.NewObserverLogger() instead of
deprecated methods
- Convert evaluator tests from suite-based to standard test functions as
no state sharing is needed
