web-flowRevert "Gracefully Shutdown Foreground Server on Interrupt (#2863)" (#2916) This reverts commit 5ab6183a7. This PR was merged in while red, and a number of e2e failures have been noticed since it was merged. At least one of these seems to be directly related to the shutdown changes. Reverting until we can figure out how to reinstate this and maintain expected behaviour.
