Cache rules by IDs in a map instead of using .find repeatedly

Those .find were absolutely dominating the profile when rendering the
rules page with 10k rules. Instead of iterating over every rule for
every rule that gets rendered, build a map when rules change and then
use that to grab the relevant rule to render.
