1992 add ability to log at multiple rates (#1993)

* Removed some unnecessary vars from moolty deety integ. Added the check that a rate can be represented by the time tic value correctly.

* Added ability to specify multiple rates to log data

* Added math.h header

* Fixed bug introduced in cleanup. Used wrong tics for advancing next_tics

* Added limits header to DataRecordGroup

* For restart multirate logging, next_tics are based on curr exec tics but restart is after that time is already processed. Set next tics to be after curr tics

* Fixed comments incorrectly referring to integraiton when it is logging

* Reorganized rate information into a class object per rate.

* Specify default constructor so LoggingCycle class can be checkpointed

* Made the data record write_job a system_job_class so that it can be self-scheduled for multirate

* Comment corrections and additions.
