New cmd options: (#364)

-docc-comp-opts are saved with SDFGs at compile time and applied to subcompiles at link-time (for example -docc-comp-opts=-g to enable debug information per-file)
 -docc-comp-opts at link-time are applied on top of SDFG-attached ones (for example to override any file-specific -g flags)
 -docc-func-blacklist is a regex against which all function names are checked before attempting to lift anything from them. If targeted towards a single code-unit -docc-func-blacklist=.* can prevent any lifting from it
