test: expand controller test coverage for edge cases

Added comprehensive tests for controller protected methods and edge cases:

**Admin::AdminsController** (80.77% → higher):
- Test invalid action_type rejection in process_delete
- Test self-deletion with article transfer
- Test self-deletion with article deletion
- Test last admin protection in confirm_delete

**Admin::BaseController** (60% → higher):
- Test set_error_message through inherited controllers
- Test render_with_errors behavior and status codes
- Verify error handling methods work across inheritance

**ApplicationController** (76% → higher):
- Test redirect_with_success flow
- Test set_error_message through login failures

Coverage improvements:
- Line: 82.99% → 83.97% (+0.98%)
- Branch: 81.0% → 82.5% (+1.5%)
- Added 8 new tests, 26 new assertions
