feat(org-members): add weight field to organization members

Add support for member weighting in organizations. The API receives the weight as a string or empty. Empty is converted to the default value 1. Zeros are a valid value:

- Add Weight field to OrgMember structs in api/db
- Implement validation in api conversion to db
- Create migration 0006 to add weight field with default value of 1 to existing members
- Include rollback migration to remove weight field if needed
