Add RFC 8914 Extended DNS Errors (EDE) support (#88)

- Add dns_opt_ede record definition
- Add DNS_EOPTCODE_EDE constant (option code 15)
- Implement EDE encoding in dns_encode.erl
- Implement EDE decoding in dns_decode.erl

RFC 8914 defines Extended DNS Errors to provide additional
error information in DNS responses through EDNS0 options.
