Put __tag__ field first when serializing JSON

Add reorder_tag_first() utility function that recursively moves __tag__
to the first position in dicts for better readability when viewing
serialized JSON output.

Updated SerializationMixin.to_dict() to apply this reordering.

Added comprehensive tests for utils.py including round_floats,
remove_empty_lists, and reorder_tag_first functions.
