add minphony rule and --list-rules cli param

this is a squashed commit of PR #12 to fold the numerous changes all into one.

This adds the minphony rule for PHONY targets that should always be present
which also fixes #10. It also adds a --list-rules cli param which lists all
available rules. In addition to this there are a bunch of smaller goimport and
Makefile fixes.
