This refactors the CI publishing workflow to improve support for
OIDC-based trusted publishing.

Changes include:
*   Explicitly removing existing token-based authentication files
    (`.npmrc`) before publishing.
*   Separating the `yarn changeset publish` command from the
    final `npm publish --provenance` step.
*   Ensuring no authentication tokens are passed during the publish
    step, relying entirely on GitHub Actions OIDC capabilities.
