feat: add slicetern sub-package

Adds the V0 and VX functions in a new slicetern sub-package to provide safe, panic-free access to slice elements. V0 gets the first element and VX gets an element at a given index, with both functions giving a zero value on out-of-bounds access.

在新的 slicetern 子包中添加 V0 和 VX 函数，用以提供安全的、避免 panic 的切片元素访问。V0 用于获取第一个元素，VX 用于获取指定索引的元素，两者都会在越界访问时返回零值。
