fix(orchestrator): make non-zero timestamp when running benchmark (#9446)

# Description of change

Add configurable genesis chain start timestamp to the IOTA orchestrator
and benchmarking infrastructure, replacing the hardcoded timestamp of 0
with the current system time computed at benchmark runtime.
