update dependencies and migrate golangci-lint to v2

- update dependencies for both v1 and v2
- pin go-oauth2/oauth2/v4 to v4.5.2 in v1 to avoid jwt compatibility issue
- migrate golangci-lint config to v2 format
- update CI workflows to use golangci-lint-action@v7 with v2.6.2
