refactor: modernize code and enhance linter configuration

- add new linters: exhaustive, perfsprint, modernize, goconst
- configure exhaustive to accept default cases as exhaustive
- replace fmt.Errorf with errors.New for static messages
- use t.Context() instead of context.WithCancel in tests
- add format constants for syntax highlighting
- use slices.Contains, strings.CutPrefix/CutSuffix
- replace interface{} with any type alias
- add nolint:noctx for init-time db operations
