add ml_experiments directory (#32)

### Description
initial claude test to add experiments folder, not used in production
yet as i collect more data for testing

## Added
- `ml_experiments/` folder to house all kinds of resources for:
  - synthetic data generation
  - ml model training
  - model evaluation & comparisons
  - CLI to train multiple models at once

## Updated
- docker to include `ml_experiments/` folder
- `src/utils.py` to include new resources for `*_v2` prediction
generation.
- not using in production yet because i need more data for testing, but
in a few weeks once that's ready it'll be a quick swap

## Deleted
- some dvc crap
