Disable Google Services plugin for dev app build

The dev app uses a different package ID (org.ilovefreegle.dev) that isn't
registered in Firebase, so google-services.json validation fails.

For the dev app (used for hot reload UI development), push notifications
aren't needed, so we simply disable the Google Services plugin.
