Enable post notifications for all users, fix test MailRouter bug

- Remove admin-only restriction from PostNotifications::getUsersForNotification()
- Fix PostNotificationsTest::createAndRouteTestMessage() to pass correct arguments
  to MailRouter::received() (was passing Swift_Message object instead of Message::EMAIL)
- Update testNonAdminUsersExcluded -> testRegularUsersReceiveNotifications
- Remove unnecessary SYSTEMROLE_ADMIN from all tests
