* feat: add support for dry run mode for appeal creation

* feat: skip duplicate appeal validation on dry-run

The duplicate appeal creation check in Create is now bypassed when DryRun is enabled, allowing dry-run operations to proceed without validation errors for identical appeals.

* chore: update proton commit

* resolve comments

* Fix dry run logic in GrantAccessToProvider

Corrects the conditional to ensure that access is only granted when not in dry run mode.
