Port facet-csv, facet-diff, facet-xdr, facet-asn1 for monorepo

- Update Cargo.toml files to use path dependencies
- Port facet-csv and facet-xdr away from facet-serialize to use
  direct Peek recursive functions
- Fix facet-asn1 for API changes (field.shape now function pointer,
  vtable.has_display() instead of vtable.sized().and_then())
- Update versions to 0.31.0
- Remove standalone repo files (.github, .cargo-husky, etc.)
