[concurrency] Per @yukkes, switch Collections.syncrhonizedList to CopyOnWriteArrayList

inside cascade logic.  @yukkes is adding back some really old support and ran into issues with original approach.  The original approach was java 1.2 solution that didn't seem to have issues.  Attempting to add back legacy code support runs into issues necessitating java 1.5 solution.  Test of build doesn't so any negative impact with this change.  Most usage is read rather than write thus making it a better solution.  It is also important to note the original logic failed to synchronize leading to the exposure.
