* feature-adding-instrumentation-hooks to RadiusClient

* close timer. Group hooks in an interface

* fixed javadoc

* Applying initial suggestions by Horaceli

* use external TimeoutHandler instead of maxAttempts and timeoutMs in 'communicate'

* make sure timeout hook is only invoked on legitimate timeouts

* - generify hook interface
- move timeout event hook to timeoutHandler to avoid special case of final attempt
- add defaults to maintain previous interface
- renamed TimeoutHandler.onTimeout() to scheduleTimeout()

* fix bad annotation
