* kubevirt: Deprecate the highBurst HyperConvergedTuningPolicy

This policy is no longer required as KubeVirt now defaults to the burst
and QPS client rate limits provided by this policy. As such it is now
deprecated ahead of removal in a future release.

* Add deprecation warning for highBurst tuning policy

Add admission webhook validation to warn users when they use the
deprecated highBurst tuning policy. The warning is returned for both
create and update operations, informing users that the profile is
deprecated as of v1.16.0 and will be removed in a future release.

This allows existing configurations to continue working while clearly
communicating the deprecation to users.

Also add nolint directives to suppress static analysis warnings for
intentional use of the deprecated constant in tests.
