chore: just develop (#1063)

Adds two new `just` tasks to allow developers to run a dev environment.

- `just init-edgehog-dev-backend` allows devs to have a running instance of
  astarte connected to a `iex` sell running `edgehog-backend`. This allows hot
  code reloading on the backend side

- `just init-edgehog-dev-frontend` allows devs to have a running instance of the
  edgehog frontend, connected with the backend and allowing hot code reloading
  through vite.
