feat(auth): add public access via token "*" wildcard (#10)

Allow unauthenticated access to specific key prefixes by configuring
token: "*" in auth config. This enables exposing read-only status
endpoints or public configuration without requiring authentication.

- Add publicACL field to Auth struct for wildcard token permissions
- Check public access before requiring authentication in TokenAuth
- Reject duplicate token: "*" entries with explicit error
- Update README and example config with public access documentation
