refactor: Simplify chunkSize calculation in reader

The logic for determining the replenishment `chunkSize` within the
`runeReader` has been simplified by using the `max` function.

This removes redundant conditional checks for ensuring `chunkSize` is
at least 1 when calculating 25% of the limit (`rr.limit`).
