Extract base HTTPProxy YAML configuration logic into baseProxyYamlFactory in src/cli/deploy.js for better structure and reuse.

Implement a new build command case in src/cli/run.js for proxy, which utilizes the new factory function to generate and output the complete HTTPProxy configuration, combining the base proxy YAML with the service-specific routing.

This refactoring cleans up src/cli/deploy.js by removing duplicated or overly complex inline YAML generation and enables CLI-based proxy configuration generation via underpost run build proxy,....
