Use Git-derived version and relax optional dependencies (#211)

* Switched to `versioningit` since `hatch-vcs` would require separate
callables just to format versions.
On this branch, the version comes out as `0.9.0.dev183+g7b52460a`, which
looks good. Using `next-version = "minor-release"` seems to fit our
workflow best.
  Also means we can drop the autotag workflow entirely.

* `scipy`, `rich`, and `psutil` are barely used across the packages, so
there’s not much point in keeping them as hard dependencies.

* `typing_extensions` is only needed on Python 3.12, and only for a few
attributes. We’ll probably drop 3.12 support within a year anyway, so
for now there’s a small version based proxy in `vsjetpack` to handle it.
