feat: Gracefully handle unsupported notifications

Ensure robust handling when the Web Notification API is not
supported by the client browser environment.

*   The setting to enable notifications is disabled and a
    warning badge is shown if the API is missing.
*   Added a guard in `Notifications.tsx` to prevent attempting
    to enable notifications if `Notification` is undefined.
