### What kind of change does this PR introduce?

* Adding tests. Goal to get to 90%.
* `_parse_dates(elem)` did not look like it was being used anywhere in
the code base. I suggest we remove it if nobody uses it.
* `test_refresh` works locally but fails on github
(https://github.com/Ouranosinc/xscen/actions/runs/19437337924/job/55611621136).
Let me know if you have an idea of why. if not, I'll remove it.
