* feat: remove 32 bit windows builds

* Remove 32-bit (386) Windows build support

* Remove remaining 32-bit Windows specific code

- Remove runtime check for GOARCH 386 and LegacyStorageSampler logic
- Delete pkg/metrics/procs_windows_386.go (386-specific process memory counters)
- Delete pkg/config/config_windows_386_test.go (test for removed 386 logic)
