* feat: integrate entitlement checks for log drains functionality

- Added useCheckEntitlements hook to LogDrains and LogDrainsSettings components.
- Updated logic to enable log drains based on entitlement access instead of organization plan.
- Adjusted loading states to handle entitlement checks appropriately.
