Commit Message

Add `wildmatch` dependency

wildmatch implements git style fnmatch (i.e. matches against the
directory portion as well). Not used yet in code.

Also, bump the zig version up to 0.15.2.

Also, add some dummy values to build.zig.zon to keep track of things
like license. build.zig currently ignores these, but that may change in
the future.
