Refactor: Separate the functionality of FindOrCreate

To allow more malleable operations with the status of various boot
variables, we can now find, create, and set BootEntryVariable(s) as
individual operations; in some circumstances, a BootEntryVariable not
existing is a sign of a serious error and should be handled as such.
