Add Amazon Bedrock service tier support (#225)

Implements service_tier parameter for request prioritization:
- Priority tier: faster responses at premium cost for mission-critical workloads
- Default tier: standard performance at regular rates
- Flex tier: cost-effective processing for non-urgent tasks

Changes:
- Added service_tier to Bedrock provider schema with validation
- Updated attach() and attach_stream() to include service_tier in request body
- Added comprehensive test coverage for all tier values
- Updated CHANGELOG with feature documentation
