manifests: Create example and release manifests from helm chart

This removes duplicated manifest generation logic and ensures a single source
of truth.
As this changes the labels and names of resources, this is a breaking change
for users upgrading directly from the release manifests. The solution is to
first remove the old resources, before applying the new manifests.
