Add shell completion for TTP references and repository names (#579)

Summary:

Implements cobra shell completion (bash, zsh, fish, powershell) that autocompletes TTP paths (repo//path/to/ttp.yaml) and repository names across CLI commands. 

Completion functions handle custom --config flag and gracefully fall back to file completion when appropriate.
