Always use the delivery message (previously MWR) (#4715) (patch)

## Description

Since a new app tag was introduced for Microsalt, the delivery messages could not be generated for it. This PR makes it so that delivery message generation is no longer dependent on app tags. 

### Changed

- Removed old logic where the display message was generated based on app tag, the message is now the one previously only used for MWR.

### Fixed

- This will fix the issue where the "Copy delivery message" resulted in an error for Microsalt cases.
