Convert states to use `merged_config` (#24)

*   Use simple "override" approach for `merged_config`.
*   Update `EnvState` logic to handle `file_data` from both global and local config files.
*   Wizard all override-able fields as `ConfLeap.leap_client` (not as `ConfLeap.leap_env`).
*   Spec `FT_00_22_19_59.merged_config.md`.
*   Spec `FT_32_54_11_56.wizard_mode.md`.
