feat: TLS via DSN, optimized builds, Grafana 11.x

- TLS configuration now via DSN query parameters
  - Removed --tls-mode, --tls-ca, --tls-cert, --tls-key flags
  - Use ?sslmode=require&sslca=/path/to/ca.crt in DSN
  - Supports both PostgreSQL and MySQL parameter styles

- Optimized container builds (87% faster)
  - Added ARM64 to build matrix
  - Container uses pre-built binaries from artifacts
  - Reduced build time from 1h 34m to ~3 minutes
  - Simplified Dockerfile from 61 to 22 lines

- Updated Grafana dashboard
  - Grafana 11.x compatible (schema v39)
  - Added __inputs and __requires for grafana.com
  - Fixed typo: dbpuse_pulse → dbpulse_pulse
  - Removed version from title

- Updated documentation
  - Comprehensive TLS configuration section
  - DSN format examples
  - Updated help output
